No person shall establish a driveway across a public street right of way or cut a public street curb for the purpose of establishing a private driveway, or improve an existing driveway across a public street right of way by asphalt or concrete, unless the owner of the land where the driveway is to be established or improved first obtains a permit therefor from the City Manager or his or her designate. The fee for the permit shall be twenty-five dollars ($25.00). The driveway must be constructed according to specifications established by the City. The location of any such driveway shall be approved by the City Manager or his or her designate and such location shall be described in the permit.
