The City Manager shall direct one of the regularly appointed inspectors of the City to supervise and inspect the making of the opening or excavation and the refilling and repavement of the same. All work shall be done in the manner directed by the inspector. Any company which is granted a street excavation permit shall pay to the City the entire cost of such supervision and inspection by the City from the time such excavation is started until the pavement is permanently restored. The inspector shall be notified at least one hour prior to backfilling.
