884.01  ESTABLISHMENT OF COMMUNITY REINVESTMENT AREAS.
   (a)   For the purpose of fulfilling the requirements of Ohio R.C. 3735.65 to 3735.70, inclusive, Community Reinvestment Area No. 1, Community Reinvestment Area No. 2 and Community Reinvestment Area No. 3 are hereby established in the City, as follows:
      (1)   The boundaries of Community Reinvestment Area No. 1 are as follows:  that area bordered on the north by the southernmost right-of-way line of North Avenue, bordered on the south by the northernmost right-of-way line of the ConRail Railroad tracks, bordered on the east by the easterly corporation limit of the City and bordered on the west by the western corporation limit of the City.
      (2)   The boundaries of Community Reinvestment Area No. 2 are as follows:  all lots and buildings, including public properties and rights of way identical to the Downtown Design District as designated on the revised Zone Maps, as provided in the Zoning Code of the City (Title Six of Part Twelve of these Codified Ordinances) and as set forth in the Comprehensive Plan, and also including an area south of Park Street along the rear lot lines of permanent parcel numbers 20-006-00-015-00, 20-006-00-016-00, 20-006-00-017-00, 20-006-00-018-00 and 20-006-00-019-00 to Tuttle Court, and east of south Broadway along the rear lot lines of permanent parcel numbers 20-014-00-041-00, 20-014-00-026-01, 20-014-00-027-00, 20-014-00-028-00, 20-014-00-030-00, 20-014-00-031-00 and 20-014-00-038-00, in a northerly direction to Eastwood Street.
      (3)   The boundaries of Community Reinvestment Area No. 3 are as follows:  All of permanent parcel numbers 20-024-00-002-05, 20-024-00-002-01 and 20-024-00-002-00 and being generally described as follows:
         beginning at the point of intersection of the centerline of U.S. Route 20 and Austin Road, proceeding north along the centerline of Austin Road for approximately 600 feet, thence in an easterly direction along the north line of the above said parcels approximately 470 feet to the centerline of North Crowell Street, thence southerly along the centerline of Crowell Street to the centerline of U.S. Route 20, a distance of approximately 450 feet, thence southwesterly along the centerline of U.S. Route 20, for an approximate distance of 500 feet, to the point of beginning.
   (b)   Council finds that the areas included within the descriptions of Community Reinvestment Area No. 1, Community Reinvestment Area No. 2 and Community Reinvestment Area No. 3 are ones in which housing facilities or structures of historical significance are located and in which new housing construction and repair of existing facilities or structures are discouraged.
