882.02  LEVY OF ANNUAL LICENSE TAX; PURPOSES.
   (a)   An annual license tax is hereby levied upon the operation of motor vehicles on the public roads or highways of the City. The purposes of such tax are enforcing and paying the expense of administering this chapter; planning, constructing, improving, maintaining and repairing public roads, highways and streets; maintaining and repairing bridges and viaducts; paying the City's portion of the costs and expenses of cooperating with the Department of Transportation in the planning, improvement and construction of State highways; paying the City's portion of the compensation, damages, costs and expenses of planning, constructing, reconstructing, improving, maintaining and repairing roads and streets; paying any costs apportioned to the City under Ohio R.C. 4909.47; paying debt service charges on notes or bonds of the City issued for such purposes; purchasing, erecting and maintaining streets and traffic signs and markers; purchasing, erecting and maintaining traffic lights and signals; and to supplement revenue already available for such purposes. Such tax shall be at the rate of five dollars ($5.00) for each motor vehicle having a district of registration, as provided in Ohio R.C. 4503.10, in the City, and shall be paid and collected by the State Registrar of Motor Vehicles, or a Deputy Registrar, at the time of making application for registration, as provided in Ohio R.C. 4504.09.
   (b)   If the application for registration is made prior to July 16, the full five dollars ($5.00) shall be paid.
   (c)   If such application is made on or after July 16, and prior to October 16, three-fourths of the five dollar ($5.00) tax shall be paid.
   (d)   If such application is made on or after October 16 and prior to January 16, one-half of the five dollar ($5.00) tax shall be paid.
   (e)   If such application is made on or subsequent to January 16 and prior to April 16, one-fourth of such five dollar ($5.00) tax shall be paid.
