(a) To provide funds for the purposes of maintenance, new equipment, extension and enlargement of Municipal operations and facilities and capital improvements of the City, there is hereby levied a tax on salaries, wages, commissions and other compensation, and on net profits, as hereinafter provided.
(b) To provide funds for the purposes as stated in division (a) of this section, there is hereby levied a total of one and one-half percent earned income tax to replace the one percent earned income tax authorized by Ordinance 1891, passed December 12, 1977.
