(a) The rate structure for taxicabs shall be as follows:
(1) The minimum charge for any taxicab ride is two dollars and fifty cents ($2.50).
(2) There shall be no charge for parcels or baggage. There shall be a waiting time charge of ten cents (10¢) per minute for each minute or fraction thereof after the first five minutes.
(3) There shall be a charge of twelve dollars ($12.00) an hour plus waiting time charges for the lease of a car and driver.
(b) The fares established in subsection (a) hereof shall be posted in all taxicabs.
