816.12 NONCOMPLIANCE, FAILURE TO ENFORCE.

A cable operator or franchisee shall not be excused from complying with any of the terms or conditions of this chapter, or amendments thereto, by reason of any failure of the City upon one or more occasions to insist upon or to seek compliance with such terms and conditions.
