(a) This chapter shall be construed in light of applicable State and Federal laws, rules and regulations.
(b) Wherever permissible, this chapter shall be construed with as much flexibility as possible, so that the City may accomplish its goals of protecting the health, safety and welfare of the residents with respect to providing continuity of cable services in certain instances.
