654.01 BLOWING OF WHISTLES PROHIBITED; EXCEPTION.

No person shall blow or permit to be blown any whistle upon any locomotive engine of which such person has control or is the owner, within the Municipal limits, however, such whistle may be blown as a signal to apply the brakes in case of immediate or impending danger and to prevent the destruction of or injury to life or property.
