(a) No owner, keeper, or harborer of a dog more than three months of age, nor owner of a dog kennel, shall fail to file an application for registration required by Ohio R.C. 955.01, nor shall he or she fail to pay the legal fee therefor.

(b) Whoever violates this section is guilty of a minor misdemeanor on the first offense, and a misdemeanor of the fourth degree in each subsequent offense. The Court shall order the owner of the dog to register the dog within 30 days of sentencing or submit an affidavit to the Court that the dog is no longer owned by the defendant or a person living in the same household as the defendant.
