As used in this General Offenses Code:
(a) Offenses include misdemeanors of the first, second, third, and fourth degree, and minor misdemeanors.
(b) Any offense not specifically classified is a minor misdemeanor, unless the specific penalty provided includes a jail sentence of not more than one year. If an unclassified offense carries a potential jail sentence, the classification shall default to the lowest level offense for which the specified jail sentence may apply.
(c) Any offense not specifically classified is not a misdemeanor if imprisonment for more than one year may be imposed as a penalty.
