Unless otherwise specifically stated in this chapter, it is not intended that this chapter repeal, abrogate, annul or in any way impair or interfere with any existing provision of law or ordinance or any rule or regulation previously adopted or issued, or which shall be adopted or issued, pursuant to the law relating to the use of buildings or premises. However, where this chapter imposes a greater restriction upon the use of buildings or premises than is imposed or required by such regulation, this chapter shall control. This chapter shall be construed liberally to secure the beneficial interests and purposes thereof.
