270.04  MEETINGS; RULES.
   The Architectural Review Board shall meet on the first Monday in January of each year that is not a legal holiday and shall elect one of its members as Chairperson, a second member as Vice-Chairperson and a third member as Secretary.  The Board shall hold meetings as it may determine.  The elected Chairperson, and in his or her absence the Vice-Chairperson, and the elected Secretary shall keep, or cause to be kept, in the City Manager's office, a complete and accurate record of all meetings and proceedings of the Board.
   All meetings of the Board shall be open to the public and three members thereof shall constitute a quorum.  A majority vote of the members present shall be required to take action.  In order to better carry out the provisions of this chapter, the Board, by formal action, shall adopt rules for the conduct of its business.  In addition, the Board shall adopt uniform architectural criteria to be applied to all matters submitted to it.
