(a) The Architectural Review Board shall consist of seven members appointed by Council. Council shall give preference, but shall not be limited, to appoint at least one member on the Board who is qualified as either:
(1) A registered architect;
(2) A professional familiar with architectural designs, architectural history or historic preservation;
(3) A construction professional; or
(4) A person with some other related technical specialty.
(b) At least two of the members shall be residents of the City of Geneva. In the event that Council cannot identify two interested and qualified members who are City residents, Council shall give preference to a resident of an immediately adjoining village or township.
(c) Council shall give preference, but shall not be limited, to appoint one member on the Board who has an ownership or business interest in the Historic District.
(d) The terms of office of members shall be staggered such that Council shall appoint three members in the first year, two members in the second year and two members in the third year. Such members shall serve without compensation, and they may succeed themselves. Council members may serve on the Board. The Board may appoint such committees, ad hoc or standing, as may be appropriate for the conduct of its business.
