265.06  ESTABLISHMENT AND PURPOSE OF THE YOUTH SOCCER ADVISORY BOARD.
   (a)   There is hereby established a Youth Soccer Advisory Board whose purpose is to advise Council and the City Manager on the development of the Youth Soccer Program.
   (b)   The Soccer Board shall consist of seven members, who shall be appointed by a majority vote of the City Council.  The term of the appointive members shall be two years, except that of the seven members first appointed, four shall be appointed for a term of two years, three for a term of one year.  Any vacancy during the unexpired term of an appointive or elective member shall be filled by the Council for the remainder of the term.
   (c)   The Board shall determine the requirements necessary for the Geneva Soccer League’s qualification for membership in OYSAN and so shall advise the City Manager.  Upon approval of the City Manager, the Board shall be responsible for taking all necessary steps for the Geneva Soccer League’s membership in OYSAN.
   (d)   The Board shall make such recommendations and reports to Council and the City Manager as it deems advisable regarding the furtherance of the Youth Soccer Program.  The Board shall also recommend bylaws, policies and direction as it relates only to the soccer program.  Council shall retain the authority to adopt or reject the recommendations of the Board and shall do so by resolution.
