The Parks and Recreation Commission shall meet monthly. The time, date and place shall be determined by a majority vote of the Commission. The Commission Chairperson may call special meetings, and City Council may call special meetings when Council deems it necessary by a majority vote.
All meetings of the Commission shall be open to the public and four members shall constitute a quorum. A quorum of the members shall be required to take action. All open meeting law requirements shall be followed.
At its first organizational meeting, and at its first meeting in every January thereafter, the Commission shall elect one of its members as Chairperson, a second member as Vice-Chairperson and a third member as Secretary. The elected Chairperson and, in his or her absence, the Vice-Chairperson and the elected Secretary shall keep, or cause to be kept, in the City Manager's office, a complete and accurate record of all meetings and proceedings of the Commission.
