265.03  MEMBERSHIP; TERMS; RESIDENCY REQUIREMENT; COMPENSATION.
   The Parks and Recreation Commission shall consist of seven members, no more than two of whom shall be Council members appointed by the Council President; no more than four of whom shall be appointed by a majority vote of the City Council; and two of whom shall be recommended to the City Council by the Commission members and approved by a majority vote of the City Council.  The Commission shall elect its Chairperson from among the Commission membership.  The term of the appointive members shall be five years, except that of the five members first appointed, one shall be appointed for a term of one year, one for a term of two years, one for a term of three years and one for a term of four years.  Any vacancy during the unexpired term of an appointive or elective member shall be filled by the Council for the remainder of the term.
   Each member shall have been a resident of the Municipality for the two years next preceding his or her appointment. Such members shall serve without compensation.
