(a) The purpose of the Parks and Recreation Commission is to advise Council and the City Manager on current activities and possible improvements in the Recreation Department.
(b) The Parks and Recreation Commission shall make such recommendations and reports to Council and the City Manager as it deems advisable regarding the acquisition, development, maintenance, repair and operation of parks, playgrounds, recreational facilities and programs of the Municipality.
(c) The Parks and Recreation Commission may cooperate with organized groups concerned with recreational programs.
