At the end of each fiscal year, or oftener, if required by Council, the Director of Finance shall examine and audit the accounts of all officers and departments. The Director shall prescribe the form of accounts and reports to be rendered to the Department of Finance, the form and method of keeping accounts by all other departments, except as otherwise provided by ordinance, and, subject to the powers and duties of the State Bureau of Inspection and Supervision of Public Offices, shall inspect and revise the same. Upon the death, resignation, removal or expiration of the term of any officer, the Director shall audit the accounts of such officer and, if he or she is found indebted to the City, the Director shall immediately give notice thereof to Council.
