238.01 ESTABLISHMENT; RULES AND REGULATIONS.

There is hereby established in and for the City a Department of Finance, which shall be administered by the Director of Finance, who shall be appointed by and responsible to the City Manager. The Director shall make rules and regulations for the administration of such Department, which rules and regulations shall be approved by the City Manager.
