230.03  CITY MANAGER'S AUTHORIZATION TO SELL, EXCHANGE, AUCTION OR OTHERWISE DISPOSE OF UNNEEDED, OBSOLETE OR UNFIT MUNICIPAL PROPERTY.
   (a)   Municipal property no longer needed for municipal purposes may be disposed of by sale, exchange, auction; whether traditional, via the internet or otherwise; or by other means by the City Manager or his or her designee or agent in accordance with the following provisions:
      (1)   If the estimated value of the municipal property to be disposed of, whether individually or in the aggregate, is ten thousand dollars ($10,000) or more, the City Manager may only dispose of the property when explicitly authorized and directed to do so by resolution or ordinance passed by City Council. When so authorized, the City Manager shall make reasonable efforts to obtain the greatest value for the disposed of property through sale, exchange, auction or other means.
      (2)   If the estimated value of the municipal property to be disposed of, whether individually or in the aggregate, is less than ten thousand dollars ($10,000), the City Manager is hereby authorized to dispose of the property without the prior approval of City Council. When so authorized, the City Manager shall make reasonable efforts to obtain the greatest value for the disposed property through sale, exchange, auction or other means.
   (b)   Where authorized to dispose of City property, and such property is being sold, exchanged or otherwise transferred by the City to any other governmental body, whether that body be local, State or Federal, the City Manager is authorized to enter into a contract so disposing of the property without prior advertising or bidding.
   (c)   All proceeds received through the sale, exchange, auction or other form of disposal of City property shall be deposited in the fund from which the assets originate.
