(a) All ordinances and resolutions of the City required by law to be published shall be published by publishing the number, title and date of passage of the ordinance or resolution in an English language newspaper of general circulation in the City and by posting a copy of the ordinance or resolution on a bulletin board in the lobby of the Municipal Building, or at such other place as may be stipulated by Council, for a period of not less than fifteen days prior to the taking effect thereof.
(b) The newspaper publication required by subsection (a) hereof shall be made once a week for two consecutive weeks.
(c) Immediately after the expiration of the period of newspaper publication and posting required by subsections (a) and (b) hereof, the City Clerk shall enter on the record of ordinances or on the record of resolutions, in a blank to be left for such purpose under the recorded ordinances or resolutions, a certificate stating in which newspaper and on what date such publication was made and the times when and place where such posting was done, and shall sign his or her name thereto officially. Such certificate shall be prima-face evidence that legal publication of such ordinance or resolution was made.
(d) Proof of the publication and required circulation of any newspaper used as a medium of publication, as provided by this section, shall be made by affidavit of the proprietor of such newspaper and shall be filed with the City Clerk.
