The first meeting of the new Council after each election shall be held on the first Monday in December, at which time the newly elected members shall take the oath of office, and the Council shall elect the Mayor and Vice Mayor for the ensuing two-year period. Thereafter, meetings shall be held regularly at a time prescribed by the Council, but not less frequently than once each month. All meetings shall be open to the public, except executive sessions, which shall be held in strict compliance with state law. Council shall prescribe the method of calling special meetings.
