(A) The fee payer shall pay the water and sewer facilities connection fee required by this chapter to the city clerk or her designee prior to obtaining a building and prior to connection to the city's water and/or sewer system.
(B) All funds collected shall be properly identified by and promptly transferred for deposit in the appropriate water and sewer facilities connection fee trust fund to be held in separate accounts as determined in section 3-6-8 of this chapter and used solely for the purposes specified in this chapter.
