§ 50.12 AMENDMENT OF FEES AND CHARGES.
   (A)   All fees and charges imposed by this chapter may be changed from time to time by resolution of the City Council.
   (B)   The City Council may, by resolution, establish rates, charges and penalties for all of the municipal utilities.
