Bills for utility services will be sent at the beginning of each calendar month directly to the owners of the property served by those city utilities. Payment of monthly utility services shall be made at the office of the city's Administrator or his or her authorized agent and shall be due 15 days after the billing date. Payment after the fifteenth day of each month for the monthly utility services will result in a late payment designated by the city.
