Before proceeding with the construction or alteration of any building or structure designed or intended for institutional, retail business or office use, the owner of such building or structure shall provide for off-street parking facilities accessory to such use as hereinafter required. No permit for such construction or alteration shall be issued unless and until such accessory off-street parking facilities shall be so provided for.
