1319.03 EXCEPTION FOR OWNERS.
   (a)   No provision of this chapter shall be interpreted to require that the owner or any regular employee of the owner of a dwelling, building or other structure located within the Village must hold a registration certificate to perform work upon such dwelling, building or other structure.
   (b)   All such work shall be done in conformity with the provisions of the Residential Code of Ohio and this Building and Housing Code and rules and regulations promulgated thereunder, and no work shall be done unless all permits, inspections and approvals required by the Residential Code of Ohio and this Building and Housing Code are obtained.
   (c)   Any person who misrepresents any material fact in securing an exception under the provisions of this section shall be deemed to be in violation of this chapter and subject to the penalties provided therefor.
