An appeal to the Council of the Village may be taken by any person aggrieved, or by any officer of the Village affected, by any decision of the Architectural Board of Review. Such appeal shall be taken within twenty days after the decision has been filed with the Building Official, by filing with the Building Official and with the Clerk of Council a notice of appeal specifying the grounds therefor. The Building Official shall forthwith transmit to the Council all papers constituting the record upon which the action appealed was taken. The authority, duties and proceedings of Council shall be such as are prescribed in Sections 1367.11(b) through (e).
