(a) All buildings or structures which cost more than three thousand dollars ($3,000), or which will have a value when completed of more than three thousand dollars ($3,000), shall be built according to plans and specifications prepared by an architect registered for the practice of architecture in the State at the time the plans are submitted to the Building Official. All plans and specifications submitted for approval shall be signed or sealed by a registered architect. In the event that a building or structure costing or having a value when completed of less than three thousand dollars ($3,000) is unusually complex or of such a nature as to require exceptional ability in its design, such building or structure shall also be designed by a registered architect.
(b) All plans and specifications required to be prepared by a registered architect and submitted to the Building Official for his or her approval shall be accompanied by a certificate of a registered architect stating for whom the plans and specifications were prepared, the location at which the building or structure is to be constructed, the date of the plans and specifications and a statement attesting to the fact that they were prepared by such registered architect personally or by employees in his or her office or organization under his or her personal supervision.
(c) When requested by official action of the Architectural Board of Review, the Building Official is hereby authorized and directed to employ a qualified, licensed architect to consult with and assist the Board on any and all matters set forth in this chapter. If the Historic District and/or historic landmarks are involved, such architect shall be a qualified restoration architect. Such consultation and assistance shall be strictly advisory and the Board will not be bound by the architect's recommendations or opinion.
