1313.04 MEMBERSHIP; COMPENSATION; HISTORIC DISTRICT SUBCOMMITTEE; OTHER COMMITTEES.
      (a)   The Architectural Board of Review shall consist of eight members, five of whom shall be voting members and three of whom shall be non-voting practicing registered architects. Each member shall be a resident of the Village, except that a member who is a registered architect need not be a resident of the Village. The Chairperson, Vice-Chairperson and other members of the Board shall be appointed by the Mayor with the advice and consent of Council. Initially, the Board shall be made up of two members whose terms shall expire on December 31, 2011, three members whose terms shall expire on December 31, 2012, and three members whose terms shall expire on December 31, 2013. Thereafter, members shall be appointed for three-year terms to serve without compensation, except that each member who is a registered architect shall receive a stipend of one hundred dollar ($100.00) per meeting attended. Members may succeed themselves.
 
   (b)   There shall be a standing subcommittee of the Board known as the Historic District Subcommittee whose concern shall be the Historic District and historic landmarks. The Historic District Subcommittee Chairperson and seven additional members shall be appointed by the Mayor, with the advice and consent of Council, five of whom, including the Chairperson, shall be voting members and three of whom shall be non-voting practicing registered architects. The five voting members, including the Chairperson, shall be selected from among those Village residents who have a special interest in the preservation of the Village’s architectural, historic and cultural heritage. Initially, such members shall be appointed for terms ending on December 31, 2011; thereafter, members shall be appointed for a one-year term to serve without compensation, except that each member who is a registered architect shall receive a stipend of one hundred dollars ($100.00) per meeting attended. Members of the Historic District Subcommittee may succeed themselves.

   (c)   Vacancies on the Board and on the Historic District Subcommittee shall be filled within sixty (60) days, unless extenuating circumstances require a longer period. The Chairperson shall notify the Mayor when a vacancy exists. Any vacancy shall be filled for the remainder of the unexpired term in the same manner that the position was originally filled.
   (d)   The Board shall have the ability to seek the assistance of qualified professionals (i.e., archeologist, etc.) when a decision or action by the Board requires knowledge in a discipline whose interests are not represented by the existing Board members.
   (e)   In addition, the Board Chairperson, with the advice and consent of the Board, may appoint such committees, ad hoc or standing, as may be appropriate to the conduct of its business.
