(A) The Council hereby creates the Department of Parks and Recreation, which shall be composed of the Board of Parks and Recreation, a Superintendent, and such personnel as the Board may determine.
(B) The Park Board shall be composed of four members. The members of the Board shall be appointed in the manner set forth in I.C. 36-10-3, and shall serve the terms provided in that state law.
(C) The Park Board shall choose its officers in the manner provided by I.C. 36-10-3.
(D) The Park Board shall have all the powers set forth in I.C. 36-10-3.
(E) The Park Board may create an advisory council and special committees composed of citizens interested in the problems of parks and recreation, in accordance with I.C. 36-10-3, as amended.
(F) The Park Board shall prepare and submit an annual budget in the same manner as other city government departments as prescribed by the State Board of Accounts. The Park Board may accept gifts, donations, and subsidies for park and recreation purposes.
