When the property owner wishes a service pipe laid from water main to curb box on either side of main, he or she or they shall pay the sum of $150 for each such tap, meter, and labor. This shall include the proper guarding, refilling of trenches, excavation, and replacement of blacktopping.

(A) The fee for connection to the municipal water system shall be based on the water meter size as follows:
3/4" or 1" meter | $600 (no charge for meter or accessories) |
1-1/2" meter | $900 (plus cost of meter and accessories) |
2" meter | $1,500 (plus cost of meter and accessories) |
3" meter | $3,000 (plus cost of meter and accessories) |
4" meter | $5,400 (plus cost of meter and accessories) |
(B) Any meter upgrades will result in an additional water connection fee based on the difference from the rate for the current meter size to the new larger meter size plus the costs of the new meter and accessories.

Meters shall be read and the billing for water, sewer, and natural gas shall be handled as follows.
(A) All meters shall be read on or after the first day of each month, or as soon thereafter as may be practical.
(B) A billing shall be sent to the consumers on or before the fifth day of the month, or as soon thereafter as may be practical immediately following the date the meters were read.
(C) Amounts shall be immediately due and payable upon receipt of the billing by the consumer.
(D) The billing shall be delinquent if payment is not received by the Utilities Receipts Depository before the close of business on or before the twentieth day of the month, or the first following business day that the Depository is open for business, and a penalty shall apply as set forth in § 50.29.

If any meter fails to register for any cause, the amount charged for water and/or natural gas during such period shall be estimated by the City Council and/or the Utility Superintendent, such estimate to be based on the average amount registered during a like period.
