§ 151.22 STREETS.
   (A)   The street layout of the proposed subdivision shall provide for the continuation or projection of streets and alleys already existing in areas adjacent to the area being subdivided. In addition, streets and alleys of the proposed subdivision shall correspond in name, direction, and width to existing streets and alleys.
   (B)   Where a subdivision abuts or contains an existing or proposed arterial street, the Planning Commission may require frontage roads, reverse frontage lots with screen planting along the rear property line, or other such treatment as may be necessary for adequate protection of residential properties.
   (C)   Street rights-of-way shall not be less than the following:
      (1)   Arterial streets: 100 feet;
      (2)   Collector streets: 80 feet;
      (3)   Local streets: 66 feet;
      (4)   Cul-de-sacs: 120 feet in diameter; and
      (5)   Alleys: 20 feet.
   (D)   Subdivisions platted along existing streets shall dedicate additional right-of-ways if necessary to meet the minimum street width requirements set forth in this section.
   (E)   Cul-de-sacs shall not be longer than 500 feet.
   (F)   Street jogs with center line offsets of less than 125 feet shall not be made.
   (G)   The Planning Commission shall not approve streets which will be subject to inundation or flooding, unless such a street is essential or unusual circumstances exist. Where flood conditions appear to exist, the Planning Commission shall require profiles and elevations of streets in order to determine the advisability of approving the proposed subdivision.
   (H)   No street names shall be used which will duplicate or be confused with names of existing streets, irrespective of the suffix, avenue, boulevard, drive, place, court, or similar suffix.
   (I)   Dead end streets as permanent features shall be prohibited.
