The owner, or agent of the owner, of any land shall forfeit and pay to the city the sum of $200 for each lot or part of lot sold, otherwise disposed of, leased, or offered for sale or lease before the final plat thereof has been approved by the City Council, as provided in this chapter. The city may enjoin such transfer, lease, sale, or agreement by action for injunction brought in any court of record.
