§ 71.99 PENALTY.
   (A)   Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99 of this code of ordinances.
   (B)   (1)   The fine for prohibited or restricted parking as set forth in § 71.03 in a street or alley shall be $25 for first offense, $25 for second offense, and $50 for third offense. All fines for prohibited or restricted parking shall be payable at the Police Department within 72 hours from issuance or the fine will increase by $25. In the event of a failure to pay a prohibited or restricted parking fine within ten days, or in the event of a not guilty plea, the matter shall be heard by the Magistrate Court of the Judicial Circuit, which shall impose a fine of not more than $100 upon a guilty verdict.
      (2)   Any vehicle or trailer parked in violation of § 71.03 is hereby declared to be a public nuisance, and shall be towed at the owners expense if not removed within 24 hours.
