The occupant of every dwelling house or apartment, every place of business, and other building shall provide a suitable watertight can in which the occupant shall cause to be deposited all garbage accumulating upon the premises. Said garbage containers shall be kept at the rear of the premises accessible to the collector. Garbage cans shall be provided with tightly fitted covers, which shall not be removed except when necessary. The vicinity of garbage cans shall be kept free from garbage and other prescribed matter that attracts any type of pest.
