(A) The Village Council of the village shall consist of a Mayor and four Commissioners, all of whom shall be elected to a term of four years. At the first regular meeting following an election, the Council, by majority vote, shall designate one Commissioner to be the Commissioner of each of the following departments:
(1) Department of Accounts and Finances;
(2) Department of Public Health and Safety;
(3) Department of Streets and Public Improvement; and
(4) Department of Public Property.
(B) The Mayor shall serve as the Commissioner of the Department of Public Affairs. Each Commissioner shall exercise the power and have the duties as set forth in this title and as prescribed by statute.
