License shall be purely a personal privilege good for up to one year from the date of issuance unless revoked as provided in this chapter. It shall not constitute property. It shall not be subject to attachment, garnishment, or execution; nor shall it be alienable or transferable, voluntary or involuntary, or subject to be encumbered or hypothecated.
