(A) All sites shall be improved with water, sewer and streets (including enclosed drainage and curb and gutter), and have available to it utilities as applicable to the location of the site, or acceptable provision made therefore.
(B) Sidewalks shall be excluded. In addition, school sites shall be fine graded, provided with a minimum of four inches of topsoil, and seeded as part of the required land improvements unless otherwise permitted by the Village Council.
