No occupancy permit shall be granted by any governing official for the use of any building, structure or land improvement within a subdivision approved for platting or replatting until required utility facilities have been installed and made ready to service the building, structure or land improvement; and that roadways providing access to the lot or lots containing the improvements have been constructed or are in the coursed of construction and are suitable for vehicular traffic.
