(A) The cost incurred by the village for the review of plans and specifications by the Village Engineer shall be paid by the owner or subdivider.
(B) The costs shall be paid to the Village Clerk at the time of application for approval of a final plat.
(C) All required land improvements to be installed under the provisions of this chapter shall be inspected during the course of construction by the Village Engineer or other village employee duly appointed by the Village Council.
(D) The cost of the inspection shall be at a rate fixed by the Village Council and shall be paid by the owner or subdivider to the Village Clerk.
