§ 15.15.410  PURPOSE.
   (A)   General.
      (1)   The planned development (P.D.) approach provides the flexibility needed to promote innovative and creative land development that achieves the community vision outlined in the comprehensive plan.
      (2)   Within the framework of a P.D. normal zoning standards may be modified. The resulting flexibility is intended to encourage developments that are more environmentally sensitive, economically viable, and aesthetically pleasing than might otherwise be possible if the standards of the underlying zoning district(s) were strictly enforced.
      (3)   A P.D. is intended to remain in substantial compliance with the densities outlined in the comprehensive plan. Increased densities from the underlying zoning may be permitted under this section if such increases can be substantiated based on a superior site design following the village’s design guidelines.
      (4)   Each proposal for a P.D. shall be presented and judged on its own merits, and approval shall not be based exclusively on a comparison to an already existing P.D.
   (B)   Objectives. Specifically, the objectives of a P.D. are:
      (1)   To stimulate creative approaches to the residential, commercial and industrial development of land;
      (2)   To provide more efficient use of land; and
      (3)   To preserve or enhance natural features and provide open space areas.
