No permit pertaining to the use of land or buildings shall be issued by any officer or employee of the village, unless the application for the permit has been examined by the Zoning Officer and has affixed to it a certificate of the Zoning Officer that the proposed building or structure and uses complies with all the provisions of this chapter. Any certificate issued in conflict with the provisions of this chapter shall be null and void.
