(A) The regulations for Residence Districts are designed to conserve existing residential areas and to regulate the efficient use and orderly development of vacant land designated for residential uses.
(B) It is essential that areas be designated and regulation imposed for the various kinds of residential developments in order that the village and other governing bodies can plan ahead for services, future schools, parks, streets and utilities.
