No person or persons without good and sufficient excuse shall loaf or loiter about any depot, store, theater, street, alley, sidewalk, park or other public place or places frequented by the public in the village or other public place or places frequented by the public in the village in a manner to obstruct movement of other pedestrians or passers-by in or along the public places.
