(A) The fees assessed for collection of garbage, refuse and ashes in addition to any authorized real estate tax levy (garbage tax) shall be assessed only from persons receiving collection services. The Village Council may from time to time by ordinance, establish a schedule of fees for collection services and a copy of the schedule shall be furnished each customer.
(B) (1) Payment of the fees referred to in division (A) above shall be monthly, in advance.
(2) The Village Clerk may include a notice of current customers charges with the then current water and sewer bill.
(3) Payment for all fees referred to herein shall be delinquent 30 days after the bill for the fees has been mailed.
