Garbage, refuse and ashes may be deposited in garbage containers. Human waste and other potentially infectious material shall not be deposited or placed in garbage containers unless the material is wrapped in a manner satisfactory to the Commissioner of Public Health and Safety. Liquid garbage shall not be deposited in the containers except in a sealed container. Kitchen garbage shall be drained of all moisture and completely wrapped in paper or plastic before it is placed or deposited in garbage containers.
