(A) The Village of Gardner requires that all sidewalks within the village be unobstructed.
(B) The Village of Gardner hereby prohibits any and all obstructions to sidewalks, whether artificial and/or natural and requires all adjoining property owners to insure the clear and unobstructed access across the sidewalks abutting their property.
(C) This section shall take effect from and after its passage, approval and publication as provided by law.
(D) This section shall be published in pamphlet form.
