Any person, not otherwise exempt, shall dispose of any abandoned inoperable motor vehicle owned by him or her, and, if the vehicle is located upon private property, the owner or person occupying the private property shall dispose of the abandoned or inoperable motor vehicle as set forth in this chapter upon written notice received from the village commanding the disposition thereof. The failure to dispose of any abandoned or inoperable motor vehicle shall be unlawful and shall constitute a violation of this chapter.
